The Local Authority is required to issue, licence and set conditions on hackney carriages (taxis) and private hire vehicles to ensure the vehicles used are safe and comfortable for use. This includes regular testing of the vehicles and ensuring the vehicle is correctly insured.
The legislation relating to private hire/hackney carriage vehicles is contained within the Town Police Clauses Act 1847 and within the Local Government (Miscellaneous Provisions) Act 1976. In addition to complying with the general legislation, the drivers of hackney carriages are required to comply with Merthyr Tydfil County Borough Council’s byelaws.
Hackney carriages can be hired from a taxi rank, hailed at the roadside or pre-booked.
Hackney carriage vehicles must be under 4 years old at first licensing with the Local Authority, and must be black in colour. They have a ‘Taxi’ roof sign and a taxi meter in the vehicle which must be used for every journey. There is a white licence plate displayed on the rear of the vehicle and white door stickers.
